TCP ESTIMATES THE BOTTLENECK RATE FOR A CONNECTION INDIRECTLY.

  • DIRECT MEASUREMENT WOULD REQUIRE NETWORK STATUS PACKETS WHICH WOULD CAUSE MORE CONGESTION.

A TCP CONNECTION CAN GUESS THE RELATIONSHIP BETWEEN ITS SENDING RATE AND THE BOTTLENECK RATE.

  • IF PACKETS DON'T GET LOST MUCH, IT CAN ASSUME ITS RATE IS LESS THAN THE BOTTLENECK RATE.

  • IF PACKETS DO GET LOST, IT HAS TO ASSUME IT IS SENDING ABOVE THE BOTTLENECK RATE.
