The CITE element indicates that the text enclosed is cited from some reference. It could be rendered with smart quotes, but usually a browser uses italics.

Notes:

Do not use CITE for anything but citations. It will confuse indexers and automatic programs to extract information from your documents. Use EM for emphasis or I for text which must appear in italics.
